As directed by the County Executive, the Summit County Emergency Management Agency (EMA) is responsible for coordinating and administering the countywide all-hazards emergency management program in accordance with Chapter 5502 of the Ohio Revised Code. This mandate ensures effective management and coordination of emergency response efforts across Summit County.
Emergency management encompasses the essential managerial function of establishing a framework that enables communities to reduce their vulnerability to hazards and effectively cope with disasters. Adopting a whole community approach, emergency management engages government entities at all levels, as well as communities and individuals, in their response to disasters.
Summit County Emergency Management Agency (SCEMA) plays a vital role in facilitating the integration of activities necessary to enhance, sustain, and strengthen the capability to mitigate, prepare for, respond to, and recover from potential or actual natural disasters, acts of terrorism, or other man-made disasters. This is accomplished through the implementation of the Summit County Emergency Operations Plan, a collaborative agreement between Summit County EMA and its 31 political subdivisions. In this partnership, EMA supports the political subdivisions in their disaster preparedness efforts, while the subdivisions commit to developing, maintaining, and coordinating internal plans and procedures in alignment with the Summit County Emergency Operations Plan.
