County of Summit – Fishcreek Water Reclamation Facility #25 RBC Replacement

The Summit County Department of Sanitary Sewer Services is initiating preliminary design for the replacement of secondary treatment components at Fishcreek Water Reclamation Facility #25 (WRF #25) in the City of Stow. Summit County has requested approximately $3,700,000 from the Ohio Water Pollution Control Loan Fund (WPCLF) to develop design concepts and improvement plans for replacing the inactive rotating biological contactor (RBC) process train. Other anticipated work includes analysis and potential design for improvements to the current oxidation, headworks, tertiary filtration, ultraviolet disinfection, sludge conditioning, and sludge dewatering systems.

Ohio EPA will administer loan preparation based on state standards and Ohio EPA procedures.  Design will be provided by engineering consultants selected by the County’s competitive bidding process.

Sewer rates will not change due to this project. Summit County qualifies for the standard interest rate, which is currently 3.47% for a 5-year loan. Design is anticipated to begin February 2027 and be completed by the Fall of 2028.
