Budgetary Planning

Summit County’s Charter requires the Executive to submit a written message to County Council explaining the budget in fiscal terms, and outlining the proposed financial policies of the County. The message must identify any proposals for major changes in financial policies and the reasons for the change. The message incorporates the Executive’s goals for the fiscal year.
