This is professional work in the field of public employee benefits administration.

An employee in this class performs the full range of activity related to the administration of the City's group health, dental, vision, life insurance and retirement programs.

Works under the general direction of the Employee Benefits Manager with considerable opportunity for the use of independent judgment in performing the work.

Qualifications

Graduation from an accredited college or university with a baccalaureate degree and a minimum of two years of paid professional level experience in employee benefits administration.  College course work may be substituted by professional experience in employee benefits administration on a year-for-year basis.  Possession of a valid State of Ohio driver's license.

Considerable knowledge of the relevant laws, regulatory guidelines, rules, policies and procedures involved in the administration of  employee benefits programs.  Knowledge of bargaining groups, occupational data and Civil Service Commission rules and policies.  Knowledge of applicable employment laws such as FMLA, ADA, COBRA and HIPAA.  Knowledge of PERS, PFDPF, Social Security, and other retirement and health and welfare programs.

Skill in the use of a personal computer with standard and customized software.  Ability to work independently.  Ability to plan and effectively carry out a variety of assignments in employee benefit administration.  Ability to plan, assign and evaluate the work of others. Ability to establish and maintain effective working relationships with persons at all levels of the public and private sectors.  Ability to effectively organize, develop and convey ideas and information both verbally and in written form.  Ability to conduct research, analyze data and report findings verbally and in written form.  Ability to plan, organize and oversee the accurate processing of all additions, deletions and changes to eligibility records for employees, retiree, surviving spouses and dependents and to verify and process premium invoice payments.  Ability to safely operate a motor vehicle.  List of essential functions available upon request.

Preferred Skills

Coordinates the daily administration of the City's group health, life insurance and retirement programs.  Meets with employees and retirees to explain and interpret group health and life insurance plans, retirement benefits, death benefits, coordination of benefits and unpaid claims.  Coordinates benefits enrollment and updating activities.  Plans, schedules and presents benefits information programs. Meets with employees anticipating age and service or disability retirement to explain application process, benefit payment options, post retirement health insurance options and death and survivor benefits.  Assists employees and retirees in completing enrollment and claim forms.  Coordinates the establishment, maintenance and updating of manual and computerized databases, records and files. Plans and coordinates the transfer and update of electronic data to benefits  providers and PeopleSoft core tables.  Oversees the receipt, verification and storage of various legal documents such as birth certificates, divorce decrees and marriage licenses used for benefits processing.  Administers  COBRA and HIPAA provisions in accordance with federal guidelines.  Plans, assigns, trains and supervises the work of subordinates.  Reconciles and processes payments for insurance premiums, claims expenses and other expenses related to the group insurance program.  Responds to requests for information from attorneys, employees, other government agencies and providers to assure contract compliance, resolve claim issues and service problems and provide information needed for benefit plan administration.  Researches records and databases and prepares various statistical and narrative reports as needed.  Administers and coordinates the benefit overpayment collection and repayment programs.  Performs related work as required.
