This is responsible work in coordinating a comprehensive safety program for the City's sewer or water utilities.

An employee in this class plans, develops and implements a safety training program that provides a safe work environment and maintains compliance with governing codes and regulations.

Works under the policy and general direction of Management with considerable opportunity for the use of independent judgment in carrying out duties.


Graduation from an accredited college or university with an associate degree in Industrial Hygiene, Environmental Health and Safety Technology, or a related field  and a minimum of one year of paid experience in the planning and implementation of safety compliance and safety training programs.  APPLICANTS MUST SUBMIT A COPY OF AN OFFICIAL TRANSCRIPT OR COPY OF DEGREE TO ASSIST IN DETERMINING ELIGIBILITY.  The education requirement may be substituted on a year for year basis with related paid experience.    Possession of a valid State of Ohio driver's license.

Considerable knowledge of operation and maintenance activities for a public utility.  Considerable knowledge of relevant federal, state and local safety regulations, protocols and procedures.  Knowledge of accident prevention and control principles and practices.  Knowledge of the principles, practices and techniques of employee training.

Skill in performing safety inspections ensuring compliance with Occupational Safety and Health Administration, American National Standards Institute, National Electrical Code, National Fire Prevention Agency and other safety standards.  Skill in the use of personal computers and related software in all aspects of the work.

Ability to perform safety inspections of equipment, machinery, motor vehicles, facilities and work areas.  Ability to gather data, compile information and prepare reports.  Ability to plan, develop and implement safety training programs.  Ability to effectively develop and convey ideas and information verbally and in written form.

Preferred Skills

Plans, designs and implements safety programs such as lockout/tagout, confined space entry, fire protection and other safety compliance programs.  Researches and advises staff regarding safety protocols and procedures to ensure regulatory compliance as mandated by local, state and federal agencies such as: the Occupational Safety and Health Administration, Environmental Protection Agency, American National Standards Institute, etc.  Conducts routine and follow-up safety  inspections of plant and field facilities, records findings and formulates corrective action plans as needed.  Coordinates training and resource sharing within the Bureau.  Plans, schedules and coordinates the Ohio EPA certification contact hour training program to ensure compliance with EPA certification renewal criteria.  Administers the confined spaces permit program.  Analyzes accident and incident reports for trends and recommends action for correcting unsafe conditions and actions.  Responsible for planning, coordinating and administering various safety and certification training programs.  Attends safety training courses, seminars, safety committee meetings and other meetings as necessary to keep apprised of current industry trends and changes in legislation.  Attends weekly planning and team meetings.  Prepares and delivers oral and written reports as required.  Maintains inventory of safety related material, supplies and equipment.  Performs related work as required.
